Askar Mamin participates in Summit of Economic Cooperation Organization in Ashgabat

On Nov. 27-28, 2021, Prime Minister Askar Mamin paid a working visit to Ashgabat, where he took part in the XV Summit of the Economic Cooperation Organization and met with President of Turkmenistan Gurbanguly Berdimuhamedov.

In his speech at the summit of the Economic Cooperation Organization, Prime Minister Askar Mamin noted the growth of the aggregate trade turnover of Kazakhstan with the ECO countries for 9 months of this year by 31% to $8.2 billion, which is also 22% higher than the 2019 pre-pandemic year.

The Head of Government proposed to develop a Roadmap for increasing trade flows and the ECO Food Security Program, which provides for the creation of joint production processes in the agro-industrial complex, the expansion of the use of off-take contracts in mutual trade in food products and other measures.

The Prime Minister stressed the need for further work on the formation of profitable and complementary routes in the ECO space. Until the end of this year through the territory of Kazakhstan in the directions of Central Asia, the countries of the Persian Gulf, the Far East, as well as along the Trans-Caspian route, about 1 million containers will be transported, which is 25% more than last year.

“The formation of complementary, rather than competing, transport transit corridors in the ECO space is one of the key conditions for increasing the stability and development of the economies of our countries in the future,” Mamin said.

The Head of Government also initiated the creation of a Special Council of the ECO countries on high-level transport and transit policy, the decisions of which will become the basis for the development of a coordinated policy on key issues in this area.

Mamin proposed to develop a Strategy for the cooperative development of ECO economies, taking into account the challenges of COVID-19 and the strategic tasks of the post-pandemic period.

The ECO summit was attended by the presidents of Turkmenistan Gurbanguly Berdimuhamedov, Azerbaijan — Ilham Aliyev, Iran — Ebrahim Raisi, Kyrgyzstan — Sadyr Japarov, Tajikistan — Emomali Rahmon, Turkey — Recep Tayyip Erdoğan, Uzbekistan — Shavkat Mirziyoyev, Pakistan — Arif Alvi.

As a result of the summit, the Ashgabat Declaration was adopted, and the ECO awards ceremony was held in 5 nominations. Orazak Ismagulov, the pioneer of anthropology studies in Kazakhstan, Doctor of Historical Sciences, Academician of the National Academy of Sciences of the Republic of Kazakhstan, Corresponding Member of the Bologna Academy of Sciences, became the winner in the category "History, Culture, Literature and Fine Arts".

During the meeting of the Prime Minister of the Republic of Kazakhstan Mamin with the President of Turkmenistan Berdimuhamedov, topical issues of cooperation between the two countries in trade, economic, investment, energy, transit, transport and agricultural spheres were discussed.

Particular attention is paid to the implementation of the agreements reached during the state visit of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev to Turkmenistan on Oct. 24-25, 2021.

Despite the quarantine measures and the current situation in the world, the level of trade between Kazakhstan and Turkmenistan maintained a steady growth — the trade turnover in January-September 2021 increased by 43.6% to $144 million due to the growth of Kazakhstan's exports by 78.1%. The task has been set to ensure in the coming years the trade turnover at the level of $500 million.

For 10 months of 2021, the volume of cargo transportation with the participation of the railways of Kazakhstan and Turkmenistan, incl. transit to Afghanistan and Iran, exceeded 1 million tons.

During his visit to Ashgabat, Prime Minister Askar Mamin also held separate talks with Deputy Chairmen of the Cabinet of Ministers of Turkmenistan Serdar Berdimuhamedov and Shakhim Abdrakhmanov, during which practical measures to further deepen economic cooperation were considered.
