Government considers measures to develop primary health care

At the government session chaired by Prime Minister Askar Mamin, measures to develop primary health care were considered.

Minister of Healthcare Aleksey Tsoy, the akims of the West Kazakhstan region Gali Iskaliyev, Atyrau region — Makhambet Dosmukhambetov, and the Kyzylorda region — Gulshara Abdykalikova presented their reports.

“The Head of State Kassym-Jomart Kemelevich Tokayev in his Address to the people instructed the government to radically reconsider approaches to the organization of primary health care. There is a need for greater mobility and accessibility to a wide range of the population, especially in rural areas. These tasks are set in the Roadmap for the implementation of the pre-election program of the Nur Otan party,’’ Mamin said.

The prime minister pointed to the high deterioration of buildings and the low level of technical equipment of outpatient facilities in Akmola, North Kazakhstan and East Kazakhstan regions.

The head of government noted the need to actively attract young health workers to work in villages and provide social support. As an example, he cited the positive experience of such work in the Kostanay, North Kazakhstan and Atyrau regions.

“By the end of 2025, it is planned to build 487 and overhaul more than 600 PHC facilities. The measures taken will significantly expand the coverage of citizens with primary health care, especially in rural areas,” Mamin said.

The head of government instructed regional akims to prepare and send to the Ministry of Healthcare within a month a Roadmap for the development of infrastructure of primary health care facilities, broken down by years and settlements.

Akimats, together with the Ministry of Healthcare, were instructed to ensure in the regions the reduction of the burden on PHC doctors by opening new sites, developing and attracting the private sector, and also to take measures to provide material incentives for young health workers, especially those who came to work in the village.
