Government considers measures to implement instructions of the Head of State

At the government session chaired by the Prime Minister Askar Mamin, measures to implement the instructions of the President Kassym-Jomart Tokayev given at the expanded Government session on Jan. 26, 2020, were considered.

Reports were presented by the Minister of National Economy Aset Irgaliyev, Deputy Prime Minister - Minister of Foreign Affairs Mukhtar Tleuberdi, Minister of Finance Yerulan Zhamaubayev, Minister of Trade and Integration Bakhyt Sultanov, Minister of Industry and Infrastructure Development Beibut Atamkulov, Minister of Agriculture Saparkhan Omarov, Minister of Energy Nurlan Nogayev, Minister of Ecology, Geology and Natural Resources Magzum Mirzagaliyev, Minister of Digital Development, Innovation and Aerospace Industry Bagdat Mussin, Minister of Healthcare Aleksey Tsoy, Minister of Labor and Social Protection of the Population Serik Shapkenov, Minister of Education and Science Askhat Aimagambetov, First Deputy Prime Minister Alikhan Smailov.

In order to implement the instructions of the Head of State given at the extended session of the government, measures have been developed to support economic activity and ensure employment of the population, improve tax and budget policies, increase housing affordability, develop health care systems, education, etc. The government will develop National Projects for the Development of the Agro-Industrial Complex, oil and gas chemistry, electric power industry, water resources management, ecology "Zhasyl Kazakhstan" and other spheres.

“Structural and stimulating measures should provide comprehensive support for the population and business, their adaptation to new conditions, as well as the revitalization of economic activity. In the new reality, it is necessary to focus on the development of a self-sufficient and diversified economy with a focus on the proactive promotion of non-resource exports and targeted investment attraction. Small and medium-sized businesses should give impetus to the development of the economy,” Mamin said.

The head of government drew particular attention to the need to develop health care systems, education and productive employment.

The prime minister stressed that the main goal of the government in 2021 is to ensure economic growth by 3%, increase investment in fixed assets to 20% of GDP and the share of small and medium-sized businesses to 30%, increase labor productivity in agriculture by 1.4 times , manufacturing growth by 10%, unemployment reduction to 4.9%.

Mamin instructed the Ministry of National Economy to submit to the Office of the Prime Minister within two days a draft Roadmap for the Implementation of the President's Instructions given at the extended session of the Government.

“The main task is to improve the quality of life and increase the income of our citizens. There is a lot of work to be done, it is necessary to promptly and effectively fulfill each order of the Head of State,” the prime minister said.
