Information system introduced in the country as part of implementation of President's instructions already covers 79 measures of state support for SMEs — Yerulan Zhamaubayev

At the briefing in the government's press center, Minister of Finance Yerulan Zhamaubayev answered journalists' questions on implementation of the Head of State’s instructions given in the Address dated Sep. 1, 2021, on the development of small and medium-sized businesses and tax revenues to the budget.

In particular, the minister gave clarifications on the introduction of new approaches to monitor the effective use of subsidies allocated by the state to agriculture and SMEs.

“As part of the execution of the instructions of the Head of State, the Ministry of Finance has developed an information system based on algorithms for assessing budgetary, financial-economic and socio-economic efficiency,” Zhamaubayev said.

The system, according to the minister, makes it possible to determine the effectiveness of each tenge invested by the state, both in the context of business entities and in the context of economic sectors and government programs.

Today the information system already covers 79 measures of state support. It will be improved and expanded.

As the minister explained further, the results of the system will be used in the following areas:

First, when planning the state budget, which will increase the efficiency of using budgetary costs.

Second, a system for assessing the decisions made by administrators of budget programs, local executive bodies and operators will be built, as well as a system for rating managers.

This will increase control and responsibility for the allocation of funds to unscrupulous entrepreneurs.

Third, the inspection bodies will conduct spot checks on unscrupulous business entities that received assistance from the state.

Today, about 1 million 200 thousand individual entrepreneurs are registered in the country.

According to the analysis of the Ministry of Finance in 2019, tax revenues from individual entrepreneurs amounted to 150 billion tenge, in 2020 — about 185 billion tenge.

For 8 months of 2021, revenues amounted to about 76 billion tenge.

Within the framework of the moratorium from Jan 1, 2020, to Jan 1, 2023, persons recognized as micro and small businesses that apply special tax regimes, including payers of the single land tax, are exempt from income taxes. During the period of tax holidays, according to the Ministry of Finance, the budget will receive less than 380 billion tenge.

Continuing the topic on taxes, the minister answered a question about the introduction of fiscalization from mobile transfers for Kazakhstanis.

According to him, the Ministry of Finance, together with interested government bodies and the Association of Financiers of Kazakhstan, have prepared appropriate legislative amendments to regulate mobile transfers. They provide for the use of a personal account for business purposes.

“That is, individuals have a separate card account for personal purposes, and businesses have a personal account for individual entrepreneurs,” explained Zhamaubayev.

In addition, according to the minister, in order to avoid the facts of using individual contributions in business, it is proposed to develop a mechanism for identifying signs of income generation using accounts that are not intended for such activities.

These amendments do not apply to personal transfers of citizens.

Initiatives are not a new type of tax and do not affect personal contributions from the population.

The amendments are currently pending in the Senate of the Parliament.
