Government considers implementation of universal declaration of individuals

At the government session chaired by the Prime Minister Askar Mamin, the progress in the implementation of the universal declaration of individuals was considered.

Minister of Finance Yerulan Zhamaubayev and First Deputy Prime Minister Alikhan Smailov presented their reports.

The universal declaration is provided for by step 42 of the Plan of the Nation - 100 Concrete Steps. This measure will ensure the transparency of the income of individuals.

On Jan. 1, 2021, the first stage of the introduction of universal declaration for civil servants and persons equated to them started. From 2023, employees of state institutions and the quasi-public sector and their spouses will begin filing declarations, from 2024 — heads and founders of legal entities, as well as individual entrepreneurs and their spouses, from 2025 — the remaining categories of citizens.

In Kazakhstan, there are electronic services for accepting declarations: the taxpayer's office (cabinet.salyk.kz), the Electronic Government web portal and the special mobile application E-Salyq Azamat.

Electronic databases are being improved every year, so citizens do not need to provide information about their property and assets registered with state bodies and banks of Kazakhstan.

“It is necessary to continue the work begun in accordance with the approved deadlines, conduct explanatory and educational work with the population on the introduction of universal declaration,” Mamin said.
