About 1.5 million people or 15% of eligible population vaccinated in Kazakhstan — Ministry of Healthcare

The sanitary and epidemiological situation in the country was considered at the government session chaired by Prime Minister Askar Mamin. Minister of Healthcare Alexey Tsoy reported on the current situation and the progress of vaccination of the population.

According to the minister, the situation with morbidity and mortality from COVID-19 in the world continues to be tense. To date, more than 153 million cases of CVI have been registered in the world, more than 600 thousand cases are recorded per day. More than 3 million people died, the mortality rate was 2.1%.

“According to the world rating, Kazakhstan is in 107th place in terms of morbidity and 108th in terms of mortality. As of May 4, 330,071 patients with a positive result of COVID-19 and 53,093 cases with CVI– were registered in Kazakhstan,” Tsoy informed.

There are 9 regions in the high risk zone: the cities of Nur-Sultan, Almaty, Shymkent, Akmola, West Kazakhstan, Zhambyl, Karaganda, Kyzylorda and Pavlodar regions. Pavlodar and Zhambyl regions entered the red zone last week.

There are 5 regions in the zone of average risk today: Aktobe, Atyrau, East Kazakhstan, Almaty, Mangystau regions.

There are 3 regions in the green zone: Kostanay, Turkistan, North Kazakhstan regions.

Over the past three weeks, the dynamics of the incidence has remained practically at the same level. Over the past week, there has been a 2% decrease in morbidity, the mortality rate remains at the level of the previous week.

As of May 4, 2021, the occupancy of infectious beds in the republic is 42%, resuscitation beds — 28%.

High occupancy of infectious beds is noted in Nur-Sultan — 60%, in Almaty — 57%, in the Kyzylorda region — 59%, in the Almaty region — 56%, intensive care beds are occupied in Nur-Sultan and West Kazakhstan region by 62%, in Almaty — 52%.

Today, three vaccines are available in the Republic of Kazakhstan. These are Sputnik V, QazVac and Hayat-Vax. About 1.5 million people were vaccinated, or 15% of the population subject to vaccination. The rate of vaccination depends on the conscious approach of each citizen in favor of the choice of the health of family and friends.

The delivery of the vaccine is carried out according to the plan, at the end of April, 2.3 million doses of the vaccine were delivered, with a cumulative total starting from February.

“I would like to note that vaccination is gaining momentum. So, compared to April 1, the number of people vaccinated with the first and second doses per day increased 12 times, from 11 thousand to 135 thousand people per day. At the same time, 11 thousand medical workers, more than 1,000 stationary vaccination points and 400 mobile ones are involved. Vaccination points work in 2 shifts until 24-00 and on weekends,” said the head of the department.

Since the start of the vaccination campaign in Kazakhstan, about 1.8 million doses of vaccine against CVI have been used.

At the same time, regional akims now need to focus on vaccination of the rural population; for these purposes, it is necessary to more actively use the capabilities of mobile medical complexes.

The ministry revised the criteria for limiting the work of socio-economic facilities, in terms of removing a number of restrictions on work in time, indulgences for facilities operating in the open air, holding sports events, activities of children's health organizations.

The criteria introduced new facilities and determined the order of their operation: summer grounds, catering facilities by the type of canteens, street food, etc.

  • The time limit for work in the red zone of supermarkets and hypermarkets was lifted and open markets were allowed to work on Sunday.
  • The activity of religious sites allowed in the red and yellow zones in the open air, without holding collective events in enclosed spaces (the current version — without holding collective events); The opening hours of public catering facilities (indoors), such as restaurants, cafes and coffee shops in the green zone, have been extended — from 7 to 02.00 o'clock with occupancy up to 50%, but no more than 50 places.
  • The activities of computer clubs, bowling alleys allowed in the green zone — with occupancy not more than 30% (current edition — work permit only for business entities participating in the Ashyq pilot with occupancy not more than 75%, with a work schedule from 12.00 to 24.00); It is allowed to hold sports events with spectators in the yellow zone — if the occupancy rate is not more than 15% (in the current version — prohibited).
  • In the green zone, the occupancy rate has increased from 15 to 25 people with interregional, urban irregular (tourist) transportation.
  • The criteria additionally introduced new objects and determined the procedure for their operation:
  • Summer grounds — in the red zone: work is allowed from 9 to 20 with occupancy up to 50%; in the yellow zone: from 7 am to midnight with occupancy rates up to 50%; in the green zone: from 7 to 2 am with occupancy up to 50%;
  • Public catering facilities by the type of canteens — in the red zone: until 24.00; in the yellow and green zones: around the clock;
  • Street food activities, outdoor attractions;

According to Tsoy, in connection with a gradual increase in the number of vaccinated against CVI, the Resolution of the Chief State Sanitary Doctor of the Republic of Kazakhstan lifted a number of restrictions for persons who have a full course of vaccination against CVI.

So, in the presence of a full course of vaccination against COVID-19, a PCR test is not required for any type of hospitalization, when visiting organized teams, shift workers, medical workers after vacation, business trip, absence from the workplace due to illness, students of medical universities and colleges and others.

Contact with confirmed cases of COVID-19 is not quarantined, but medical supervision is provided for them; employees of office organizations are not transferred to a remote work format.

Also, since April 26, the Ashyq program has been scaled to all regions, about 3 thousand participants, 650 thousand users have been registered, about 900 patients with CVI and 700 contact persons have been identified.

“Given the deteriorating epidemiological situation of coronavirus infection in India, where up to 400 thousand cases a day are registered every day, additional measures have been taken to prevent the import of a strain common in India. Thus, persons arriving in the Republic of Kazakhstan and visiting India within the last 14 days are subject to isolation at home (home quarantine) for 14 days, regardless of whether they have a COVID-19 certificate using the PCR method and vaccination against COVID-19,” concluded Tsoy.

Akim of West Kazakhstan region Gali Iskaliyev said that today the region is in the red zone.

“Over the past week, 1,067 new cases have been identified. Compared to the previous week, the number of cases decreased by 20.5%. In order to maximize the detection of cases, the number of tests has been increased. In 13 laboratories of the region, more than 2,000 PCR tests are carried out per day,” the WKO akim assured.

In connection with the current epidemiological situation in the region, enhanced restrictive quarantine measures have been taken. To reduce the influx of residents of districts to the regional center from May 1 of this year. 21 checkpoints were installed along the perimeter of Uralsk and 6 districts located in the red zone.

The work of these checkpoints is fully automated through the STOPCOVID.KZ website, as well as by calling ‘’109’’. These measures made it possible to reduce the influx of residents to the regional center by 35%, as well as prevent the holding of mass events.

Monitoring groups continue daily raids. Since April 1, 665 raids have been carried out, over 3.5 thousand objects have been checked. 12 restaurants have been suspended for 3 months. Over the past week, 34 protocols were drawn up for the amount of 1.9 million tenge.

As Iskaliyev informed, to date, 125 business entities have submitted applications to use the Ashуq mobile application, 33 of them have passed the test mode, the rest are undergoing a week-long training.

Vaccination of the population is being actively carried out. Of the 84,700 doses of vaccine received, to date, 45,205 people have received component I, and 14,593 people have received component II.

There are 18 infectious diseases hospitals, the workload of infectious beds is 50%. The workload of resuscitation beds is 51%. There are about 1400 beds in reserve.

“The necessary standard for the provision of the stabilization fund of medicines and medical devices has been ensured, in the amount of 422 million tenge. In the pharmacy network and medical organizations of the region there is a two-month irreducible supply of medicines,” summed up the akim of the West Kazakhstan region.

Akim of Pavlodar region Abylkair Skakov informed that 932 cases of CVI were registered in Pavlodar region over the past week. 125 — in the past day.

The burden on the health care system remains within normal limits. Thus, the employment of infectious beds does not reach 35%, and resuscitation beds — 17% of the available reserve. 13 patients are connected to ventilators.

“The required amount of oxygen equipment and other equipment and medical personnel is available. The work of the primary level has been strengthened: 175 mobile brigades are working at the polyclinics. Hospitals have a 45-day supply of drugs. There are 6 laboratories for PCR diagnostics,” the akim of Pavlodar region said.

About the progress of vaccination. To date, 51,076 people have received component I of the vaccine, and 13,982 people have received component II. Last week, 5,600 people were vaccinated per day.

There are 135 vaccination centers in the region, including 17 outside medical institutions; 37 mobile teams work, which vaccinate labor collectives on call; mobile medical complexes are also used.

“The region is now in the red zone in terms of the spread of CVI. Since yesterday, strengthened quarantine measures have been in effect in the region. Interregional and most intraregional transportations were suspended, the remote work format was returned for 80% of the team's employees, time and quantitative restrictions were introduced for visiting catering facilities, trade, and more. Exceptions were made for the participants of the Ashyq project, there are now about 100 business entities in the region,” explained Skakov.
