We must prepare for spring now: Alikhan Smailov orders to take additional anti-flooding measures

Prime Minister of Kazakhstan Alikhan Smailov held a meeting on the implementation of the Roadmap of flood control measures.

Minister for Emergency Situations Yuri Ilyin reported that the main cause of waterlogging of settlements this spring was a sharp inflow of meltwater and rainwater from the fields. However, the risk of emergency is possible only through the timely implementation of anti-flooding measures.

According to him, the list of flood-prone villages has been corrected, and the number has increased to 1,046. However, the akimats are dragging the issue of financing of relevant activities, due to which there is a risk of failure of the target dates.

Akims of Turkestan region Darkhan Satybaldy, West Kazakhstan region Gali Iskaliyev and Aktobe region Yeraly Tugzhanov reported on the implementation of the Roadmap in the regions.

Prime Minister instructed to accelerate the work on measures of the Road Map this year, to ensure timely transfer of lands under water protection zones to exclude their issuance for construction of buildings, to develop detailed forecasts of the possible situation with floods, and to revise standards of capacity of storm water drainage systems in the relevant construction regulations.

"To ensure preparedness for next spring's flood it is already necessary to carry out preventive work that does not require large financial expenditures. This is cleaning of river beds, aryks and canals, drainage systems, construction of protective dams and preparation of hydraulic structures. In general, regional akims should keep issues of reducing the negative consequences of floods under their personal control," he stressed.
