Government discusses basic approaches to development of creative sector of the economy

The Head of State Kassym-Jomart Tokayev instructed the government to develop a set of measures to develop the creative sector of the economy. A working meeting on this issue with the participation of line ministries and akimats was chaired by the Deputy Prime Minister Alikhan Smailov.

The creative industry, whose added value is formed through creative activity and the management of intellectual property rights (cinema, music, advertising, media, design, architecture, e-sports, fashion, contemporary art, etc.), is today one of the most dynamically developing sectors of the economy, which already accounts for over 3% of world GDP ($2.6 trillion).

More and more Kazakhstanis are demonstrating the ability to create a creative product that is in high demand in the international market. The particular successes of our citizens are noted in such areas as music, film directing and the creation of entertainment media content (the export volume of Kazakhstan's creative industries in 2019 exceeded $247 million).

The meeting participants noted that taking into account the high potential for the development of the creative sector, Kazakhstan, following the example of foreign countries, also needs to develop an integral strategic document reflecting the goals, objectives, mechanisms and expected results of state policy in relation to the creative industry and the entire sector of the economy as a whole.

For the development of the creative sector of the economy in the country, a number of measures have been proposed aimed at stimulating creative activity among Kazakhstanis, effective management of talents, as well as creating conditions for the development of creative entrepreneurship and attracting foreign investment.

“All proposals of government agencies require careful study and discussion with the professional community. For the high-quality implementation of the tasks for the development of the creative economy set by the Head of State, on behalf of Prime Minister Askar Mamin, a special Project Office is being created, which will deal with this important work on a daily basis. I want to especially note that the creative sector has a huge development potential in our country, not only for the economy, but also in promoting Kazakhstani culture, self-realization of youth. The government will make every effort to develop this strategically important area,” Smailov concluded.
