Askar Mamin holds meeting on prices for socially significant food products, fuels and lubricants

Prime Minister of the Republic of Kazakhstan Askar Mamin held a meeting in the Digital Office of the Government with the participation of heads of central state bodies and regional akims on issues of regulating prices for socially significant food products and fuels and lubricants.

Over the past week, prices for socially significant food products increased by 0.2%. This was influenced by the rise in the price of eggs by 2.7%. The largest increase in egg prices was recorded in Mangystau (21.8%), East Kazakhstan (16.6%) and Aktobe (12.1%) regions.

Within the framework of the turnaround scheme in the regions, 167.7 thousand tons of socially significant goods were purchased. The largest reserves of bread (41 thousand tons), potatoes, flour and sugar (71.6 thousand tons) have been formed. Funding for the purchase of sunflower oil, buckwheat, beef and cabbage will be increased.

In order to prevent the growth of prices for bread until the end of this year. interventions from regional stabilization funds will be carried out, and subsequently — by purchasing cheaper wheat from JS NC Food Contract Corporation. Corresponding amendments to the legislation are under consideration by state bodies.

To provide the domestic market with diesel fuel, a ban was introduced on the export of petroleum products by road. the export of diesel fuel was stopped, the scheduled maintenance at the Atyrau refinery was postponed to 2022, from Sep. 1 to Oct. 5, 2021, 55.9 thousand tons of diesel fuel were imported from the Russian Federation and other measures were taken. The postponement of the start of the repair of the primary oil refining complex of the Pavlodar petrochemical plant from Oct. 1 to 9 made it possible to produce an additional 30 thousand tons of diesel fuel. Completion of the repair work is scheduled for Nov. 4, 2021.

Since the beginning of the year, the country has produced 78 million tons of coal. According to the Plan for the needs of coal products for public utilities and the population, for 2021-2022 the volume of consumption will be about 9.2 million tons, of which 2.8 million tons — the public utilities sector, 6.4 million tons — the population. To date, akimats have delivered 7.5 million tons of coal, which will provide 93.1% of the needs of the public utility sector and 76% of the population.

Over the past week, the Agency for the Protection and Development of Competition revealed 16 facts of excess of the trade markup on 87 commodity items in Shymkent, Akmola, North Kazakhstan, Almaty, Pavlodar, Aktobe and Zhambyl regions.

As part of antitrust control on the diesel fuel market, 19 notifications of price reductions were previously issued. An inspection of tank farms, wholesale and retail suppliers has begun for the validity of limiting the sale of diesel fuel and its possible export outside the Republic of Kazakhstan.

The Prime Minister instructed the regional akims to intensify the work on filling the stabilization funds with food and allocating funds for the turnaround scheme, to take immediate measures on violations of the trade mark-up by trade entities, to ensure the uninterrupted supply of coal for the needs of the population and the household sector.

The Head of Government emphasized the importance of carrying out systematic work to curb prices for socially significant food products and, in general, effective implementation of the Anti-inflationary Response Package.
