Askar Mamin instructs to ensure strict control over stability of prices for socially important food products

At the government session chaired by Prime Minister Askar Mamin, issues of price regulation for socially important goods and food supply were discussed.

Minister of Trade and Integration Bakhyt Sultanov and Chair of the Agency for Protection and Development of Competition Serik Zhumangarin, Minister of Agriculture Saparkhan Omarov reported on the ongoing work on monitoring prices and response measures.

In 2020, the government and akimats adopted a set of measures to ensure the production, storage and supply of products to all regions. Limiting prices for socially important goods have been established, the practice of soft loans to retail chains has been expanded through a “turnaround scheme” with an obligation to keep prices down.

Measures of state support for agricultural producers were provided. The measures taken made it possible to stabilize the rise in prices for socially important goods. However, since January of this year, prices have increased by 2.6%. In this regard, a roadmap has been developed to stabilize prices for socially significant food products. The document provides for the adoption of antitrust and trade measures, an increase in production and support for enterprises, as well as a number of legislative changes.

The Agency for the Protection and Development of Competition was instructed to study in detail the pricing chain for each commodity item and take timely antimonopoly measures to prevent collusion between unscrupulous large market participants, together with the ministries of trade and agriculture, akimats - to ensure strict control over the prevention of unjustified price increases for all types socially significant food products.

The Ministry of Trade and Integration has been instructed to submit proposals on trade measures in relation to the export and import of goods and raw materials that have an impact on the rise in food prices. At the same time, it is necessary to accelerate the creation of the National Commodity Distribution System, incl. wholesale distribution centers, as well as digitalization of trade processes.

The Ministry of Agriculture was instructed to ensure the adoption of a Comprehensive Plan for saturating the domestic market with food products for the medium term, to work together with the akimats on the procurement of certain types of food products by JSC NC Food Contract Corporation within the framework of off-take contracts and forward purchases, to provide measures of state support to manufacturers of socially significant food products , incl. subsidizing, with the establishment of counter-obligations of producers.

The prime minister instructed the akimats to apply the scheme of forward purchases in the activities of the Stabilization Funds, significantly increase the allocation of funds for "circulating schemes", ensure, on a priority basis, the implementation of projects to increase the production of import-dependent goods, increase the acreage of priority crops (buckwheat, oilseeds, melons, fodder) ...
