Government presents national projects for development of Kazakhstan

Today at the government session chaired by Prime Minister Askar Mamin, the national projects developed by the ministries of Kazakhstan were considered. Minister of National Economy Aset Irgaliyev, Minister of Agriculture Yerbol Karashukeyev, Minister of Ecology, Geology and Natural Resources Serikkali Brekeshev, Minister of Digital Development, Innovation and Aerospace Industry Bagdat Mussin, Minister of Education and Science Askhat Aimagambetov, Minister of Healthcare Alexey Tsoy, Minister of Information and Sovial Development Aida Balayeva, Chairm of the Agency for Strategic Planning and Reforms Kairat Kelimbetov presented their reports.

Thus, the Ministry of National Economy, together with government agencies, has developed 3 national projects. This was reported by Minister of National Economy of the Republic of Kazakhstan Aset Irgaliyev.

“These are the national projects of Sustainable economic growth aimed at improving the welfare of Kazakhstanis, Development of entrepreneurship, as well as Strong regions - the driver of the country's development. These national projects were formed in the implementation of the National Development Plan of the country until 2025 and the Roadmap for the implementation of the electoral program of the Nur Otan party,’’ Irgaliyev said.

The national project "Sustainable economic growth aimed at improving the welfare of Kazakhstanis" covers 5 areas. These are industrial and innovative development, the development of petrochemical and energy complexes, the geological industry, as well as the promotion of non-resource exports.

Within the framework of the implementation of these directions, 6 tasks, 13 indicators and 55 events are provided. The total amount of funding for the national project is 15.9 trillion tenge, incl. the republican budget provides 402 billion tenge. It is planned to attract 15.5 trillion tenge of private investment. The national project is aimed at ensuring sustainable economic growth at a level of at least 5% by 2025.

Measures will be taken for the technological modernization of manufacturing enterprises. It is planned to launch 418 industrial projects, which will contribute to an increase in production volumes and an expansion of the range of manufactured goods.

“Within the framework of the national project, 1,000 active exporters will enter foreign markets, as well as the withdrawal of about 350 exporters to international electronic platforms such as Alibaba and Amazon,” the Minister of National Economy said.

In order to produce high-tech products of the manufacturing industry, it is planned to commission 5 oil and gas chemical plants by 2025.

Through active modernization of the energy complex, the share of electricity from renewable energy sources in the total production volume will reach 6%.

As a result of the measures taken, the production of manufactured goods will increase by 1.5 times. Non-resource exports will double, amounting to $ 41 billion in 2025, and investments in fixed assets of the non-resource sector will increase by 75%. Labor productivity in the economy will grow 1.2 times. Due to the modernization of the energy complex, 2,000 MW of additional capacities of renewable energy sources will be commissioned. The coverage of geological exploration of the territory will increase to 2.3 million square km.

“The national project for the development of entrepreneurship is aimed at increasing entrepreneurial activity, accelerating the growth of entrepreneurs and the formation of new niches, as well as the comprehensive development of competition. As part of the implementation of these directions, 10 tasks, 30 indicators and 69 events are envisaged,” he added.

The total amount of funding for the national project is about 8.5 trillion tenge, incl. in the republican budget, more than 1 trillion tenge is provided, in local budgets — 125 billion tenge. It will also ensure the attraction of private investment in the amount of 7.3 trillion tenge.

The national project is aimed at ensuring qualitative changes in the structure of entrepreneurship. To achieve this goal, measures will be taken to create conditions for starting their own business, developing skills for the needs of entrepreneurs, incl. through the organization of subsidized jobs. One of the main tasks of the national project is to increase the availability of financing for business entities and denationalize the economy.

It is planned to create and modernize the national distribution network. In order to increase entrepreneurial activity, 690 thousand SMEs will be covered by measures of state support.

Within the framework of Bastau Business, the number of entrepreneurs who have started their own business will double, incl. 55 thousand rural entrepreneurs will receive targeted support. In order to create modern formats of trade infrastructure, multi-format trade objects will be increased from 6 to 132.

Comprehensive denationalization will reduce the state's share in the economy to 14%. In general, the measures taken will increase the share of SMEs in GDP to 35% by 2025.

The national project "Strong Regions - the Driver of the Country's Development" is aimed at ensuring equal access to basic services and transport connectivity of the country, both between regions and within regions.

Within the framework of the implementation of these two directions, 4 tasks, 20 indicators and 94 measures are envisaged.

The total amount of funding for the national project is about 7.6 trillion tenge, incl. in the republican budget, more than 4 trillion tenge is provided, in local budgets — 786 billion tenge. These funds will attract about 2.8 trillion tenge of private investment.

The national project "Strong regions - the driver of the country's development" provides for the implementation of the following main measures:

Attraction of 13.5 trillion tenge of investments in housing construction.

Construction of 16 thousand km of water supply and sewerage networks.

Increase in the throughput capacity of the China-Europe-China communication by 5 times due to the construction of second tracks and the electrification of the Dostyk-Moiynty section.

Construction of a high-speed highway Turkistan - Shymkent - Tashkent.

As a result of the implementation of the national project, the following targets will be achieved.

In cities and villages, 100% access to water supply and sanitation services will be provided.

By the end of 2025, 3,561 support and satellite villages with development potential will be modernized.

“103 million square meters of housing will be commissioned. All roads of republican importance will be brought to good condition, and the share of local roads in good condition will be 95%. Improving the quality of roads will increase the volume of transit cargo flows to 30 million tons by 2025,” Aset Irgaliyev said.

The effective implementation of 3 national projects will ensure sustainable economic growth at a level of at least 5%, increase the income of the population by 27% and create 450 thousand permanent jobs throughout the country, as well as improve Kazakhstan's position in the quality of infrastructure in the competitiveness rating of the World Economic Forum to 40 places.

“The Ministry of National Economy, together with central and local executive bodies, will ensure timely and high-quality execution of activities within the framework of national projects. The Ministry of Agriculture has developed a national project for the development of the agro-industrial complex for 2021-2025. This was announced by the head of the department Yerbol Karashukeyev.

“When developing the national project, global challenges and world trends in the development of the agro-industrial complex, the results of the implementation of previous state and sectoral programs were taken into account. Experts of the international organization FAO were involved in the development of the national project,” said Karashukeev.

In accordance with the instructions of the Head of State, the following main tasks of the national project have been identified:

  • increasing labor productivity by 2.5 times;
  • provision of basic food products of domestic production;
  • increasing the export of agricultural products by 2 times with bringing the share of processed products to 70%;
  • stable increase in the income of 1 million rural residents due to the formation of 7 large ecosystems and the implementation of investment projects.

To achieve the goal of increasing labor productivity by 2.5 times, the main factors have been identified.

Yerbol Karashukeyev briefly reported on each direction.

The development of seed production is planned through the implementation of state support measures, the creation of a seed traceability system, as well as technical equipping of seed farms with modern technology and equipment. In order to increase the level of application of mineral fertilizers, subsidizing of organic fertilizers of industrial production and the improvement of the activities of the republican scientific and methodological center of the agrochemical service and the improvement of its material and technical base are provided. The adoption of these measures will increase the proportion of high quality seeds. The level of mineral fertilization will increase from 20% to 29% of the need. As a result, the yield of grain crops will increase by 10-15%.

In order to increase the level of technical equipment, investment subsidies will continue, as well as programs for leasing agricultural equipment through KazAgroFinance JSC will be expanded.

As a result, the level of renewal of agricultural equipment will be increased to 6%, which will allow for sowing and harvesting at the optimal time, as well as reduce additional costs for fuels and lubricants and spare parts by 15-20%.

Measures will also be taken to widely introduce water-saving technologies, improve the mechanism for subsidizing water supply, as well as a project to create a network of demonstration farms in Kazakhstan and build a plant for the production of modern irrigation systems with a capacity of up to 1,000 units per year. This will increase the coverage of areas where water-saving technologies are used up to 450 thousand hectares.

In order to reduce import dependence and increase the export of livestock products, the transition to intensive livestock farming will continue. For this, it is planned to increase lending to farms for the purchase of livestock, stimulate feed production, develop distant pasture farming and pasture infrastructure, as well as stimulate the introduction of modern breeding methods, including artificial insemination and embryo transplantation. This will ensure 100% capacity utilization of processing enterprises, as well as increase the productivity of livestock and poultry.

“The system of dissemination of knowledge will be improved by full-scale coverage of the knowledge dissemination system for agribusiness entities through the centers for the development of competence at the regional level and the revival of rural information and consultation centers at the district level, as well as through the introduction of modern forms of remote training for farmers,” said the head of the Ministry of Agriculture.

Work will continue to ensure the sufficiency of funding for agricultural science, sectoral grant funding has been introduced, and it is planned to create and operate a situational analytical center of the ministry to conduct a comprehensive analysis, assess the prospects and forecast the development of the agro-industrial complex.

As the coronavirus pandemic has shown, securing the domestic market is paramount. Therefore, along with the priority export policy, the issues of import substitution will be comprehensively resolved. The Ministry has identified the most imported items — poultry meat, sausages, cheeses and cottage cheese, apples, sugar and fish.

To date, specific investment projects have been identified and are being implemented in each of these areas. To achieve this goal, a number of state support measures will be implemented, incl. to provide concessional lending, subsidies, land resources, infrastructure, as well as measures to protect the internal market. As a result, by 2024, the provision for these types of products, with the exception of sugar, will be 100%, and for sugar — 80%.

One of the priority areas of the national project will be the development of production and export of processed agricultural products. For this, a set of measures has been developed that provides for additional loading of existing enterprises, as well as the construction of modern and modernization of existing enterprises.

“Today, in the pool of investment projects 194 are new processing projects, which will provide additional growth in production and, accordingly, additional exports in volume, which will ultimately allow achieving the goal of increasing the export of agricultural products by 2 times, with increasing the share of processed products in the total volume of export of the agro-industrial complex is up to 70%,’’ Karashukeyev said.

The priority of the national project will be the formation of 7 ecosystems around large investment projects, including the production and processing of meat, fruits, vegetables, sugar, cereals, oilseeds, and dairy products. This will involve at least 350 thousand farmers and households that will be able to participate in the creation of final Kazakhstani products with high added value.

In general, within 5 years, it is planned to implement 582 investment projects worth 4.1 trillion tenge. As a result of the implementation of the national project, it is planned to increase labor productivity by 2.5 times in five years, provide jobs for 500 thousand people, thereby increasing the income of 1 million rural residents.

Zhasyl Kazakstan National Project is aimed at creating a favorable living environment and improving the environmental state in the country — Brekeshev

As Minister of Ecology, Geology and Natural Resources Serikkali Brekeshev said at the government session, the department developed the National Project "Zhasyl Kazakstan".

“The national project is aimed at creating a favorable living environment for the population and improving the environmental situation in the country. The national project includes 4 main directions,” Brekeshev said.

The first direction — Taza Kazakstan contributes to the solution of basic environmental problems, such as improving the quality of atmospheric air, waste management and preservation of ecosystems of water bodies of the country. Within the framework of this direction, it is planned to reduce emissions at 16 largest industrial enterprises by 20% over 5 years. It is planned to install more than 8 thousand containers for separate collection, to increase the share of solid waste recycling from 18% to 34%.

“In terms of preserving the ecosystems of water bodies, it is planned to implement the second phase of the project ‘Regulation of the Syrdarya River and Preservation of the Northern Part of the Aral Sea.’ Measures are envisaged to increase the water availability and throughput of the rivers located in the basin of Lake Balkhash,” he added.

The second direction is Unemdi Kazakstan.

Within the framework of the task "Increasing productivity through economical use of water" it is planned to reduce water losses during irrigation by 4 cubic km through the reconstruction of 401 and digitalization of 212 channels. The national project provides for measures to increase irrigated land by 600 thousand hectares.

To create additional sources of irrigation, it is planned until 2025 to build 9 new reservoirs in Akmola, West Kazakhstan, Zhambyl, Kyzylorda and Turkestan regions with an accumulation volume of 1.7 cubic km.

The second task in this area is to increase energy efficiency, incl. in the manufacturing industry, through the modernization of technological equipment of industrial enterprises and the modernization of lighting in the public sector.

As part of the Tabigat direction, it is planned to implement the instructions of the Head of State to plant 2 billion trees with a survival rate of at least 65% and to take measures to restore the number of rare and endangered species of animals.

The fourth direction - Ecologia Bolashagy is aimed at increasing the level of environmental education and culture of the population.

"The implementation of the national project will create a favorable living environment for the population and improve the environmental situation, create an infrastructure for recycling and environmentally safe disposal of waste, improve the quality of water in lakes, and reduce losses in the supply of water for irrigation," the minister emphasized.

1.4 billion tenge is necessary for the implementation of the Zhasyl Kazakstan national project.

State services will be 100% available on smartphones — Mussin

The Ministry of Digital Development and Aerospace Industry plans to implement the national project "Technological breakthrough through digitalization, science and innovation." The Minister Bagdat Mussin reported on this.

As part of the implementation of the national project, it is planned to achieve the following indicators:

  • increase the level of penetration to the Internet from 91% to 95%;
  • reduce the time for rendering public services from 9 days to 5 minutes;
  • online accounting of 50% of the data required from the business;
  • increase the level of transit data from the total Asia-Europe traffic through the territory of Kazakhstan from 3% to 8%;
  • bring IT exports to $500 million;
  • increase the volume of innovative products to 2.5 trillion tenge;
  • reach 65th place in the global competitiveness index of the WEF Quality Research Institute;
  • reach 50% of private co-financing of commercialization projects.

The national project consists of 10 directions and 208 activities. The duration of the national project is 2021-2025. The national project consists of two blocks.

DIGITAL TRANSFORMATION:

  • digital transformation of services in 5 minutes;
  • development of the IT industry;
  • hearing and effective state;
  • digital tools for a comfortable life;
  • development of technological and innovative business;
  • ensuring high-quality Internet and information security.

SCIENCE:

  • strengthening human resources (in the focus of the scientist);
  • increasing the competitiveness of the scientific ecosystem;
  • increasing the contribution of science to the development of the country, i.e. application of the principle of science-production-business;
  • improving the administration of science.

To implement the National Project, 1.4 trillion tenge will be required. Most of the funds — 833 billion tenge — are allocated for science and 587.8 billion tenge — for digitalization and innovation. It is also planned to attract private investment for the implementation of the project in the amount of 800 billion tenge.

“In the direction of Services in 5 minutes, the emphasis is not on the automation of public services, but on the automation of life situations up to 80%, of which 50% will become proactive by 2025. Also, state services on smartphones will be 100% available,” Mussin said.

The main task in the direction of Development of the IT industry is to attract 500 billion tenge of investments annually from 2025, export IT solutions — $500 million per year, create 100 thousand jobs, as well as receive 1% of income from the global turnover of the cryptoindustry and create a Datahub, which will be able to provide services for neighboring states.

The Hearing and Effective State task is aimed at reducing the volume of workflow and digital recording of these industries by 50%. Openness of the state through dialogue with citizens and assessment of the work of government agencies through smartphones.

As a result of the implementation of the direction "Implementation of digital tools for a comfortable life", it is planned to fill out health passports with clinical data by 100%, introduce and use digital labor contracts, and develop digital content in education.

“The development of technological and innovative business will reduce power losses, carry out digital eco-monitoring, transfer tax and customs administration to digital format, and ensure transparency of subsidies. Venture financing, business incubation programs in the regions, as well as a co-investment fund will be aimed at achieving the volume of innovative valuable products up to 2.5 trillion tenge,” said Mussin.

50% of private co-financing of commercialization projects will be implemented through the centralization and distribution of subsoil users' funds for R&D, science-production-business, tenders for the commercialization of the research results.

Achievement of the 65th place in the global competitiveness index of the WEF "Quality Research Institute" is planned to be achieved through direct funding of research institutes, updating the equipment of research institutes laboratories by 30%, national subscription to international databases.

In the direction of "High-quality Internet and information security" it is planned to bring the level of penetration to the Internet to 95% through the following tools:

  • providing the population with high-quality Internet;
  • introduction of 5G in regional centers and cities of republican significance;
  • protection of personal information.

The science block includes 4 tasks:

  • increasing the number of scientists and researchers by 1.5 times;
  • improving the quality of research institutes;
  • increasing the contribution of science to the development of the country;
  • improving the administration of science.

To eliminate the shortage of student places, it is planned to build 1,000 schools by 2025 — Aimagambetov

According to the Minister of Education and Science A. Aimagambetov, the country has developed a national project BILIMDI ŪLT — quality education for all. The project was widely discussed with representatives of the public, experts in the field of education.

The national project includes the main tasks outlined in the National Development Plan until 2025, the Kazakhstan-2050 Strategy, the election program of the Head of State and the Nur Otan party. In general, it consists of 4 directions, 5 objectives, 15 indicators and 26 activities.

First task. Ensuring the availability and quality of preschool education and training.

“For this, we are developing a network of preschool organizations, the state order is placed through voucher funding. As part of the instructions of the Head of State, a new model of child development will be introduced in all kindergartens. It is very important. In particular, the state educational standard for kindergartens will be changed according to the principle of ‘learning through play’. In this regard, advanced training courses for teachers on early child development will be organized,” the Minister of Education said.

As a result, by 2025 the coverage of children 2-6 years old will reach 95%, and in 3-6 years the coverage will be 100%.

The second task involves improving the quality of the secondary education system.

Within the framework of the national project, a set of measures is envisaged to reduce the gap in the quality of education between the city, village and regions, on the one hand, and to improve the quality of education in the republic as a whole.

On behalf of the Head of State, issues of further increase in teachers' salaries were covered. New approaches to the development and examination of textbooks will be developed, the system of professional development of teachers will be modernized.

In connection with the pandemic and distance learning in the last academic year, the national project includes the implementation of a program to restore knowledge gaps, the implementation of the Digital Teacher project.

“Considering the importance of educational work in the field of education, projects such as the implementation of the educational project ‘education based on values,’ changing the system of relations between schools and parents, self-government, and further development of debate movements were also considered,” the Minister of Education explained.

In addition, starting in 2023, a phased transition to per capita financing of fully equipped rural schools is planned. It will also help bridge the quality gap between urban and rural schools.

Third task. Providing schools with a comfortable, safe and modern educational environment.

To eliminate the shortage of student places, it is planned to build 1,000 schools by 2025. As a result, the complete liquidation of three-shift schools is expected. By 2025, 5,000 schools will be modernized in small towns, regional centers and villages.

“Work will be carried out to create safe and comfortable conditions for children, provide high-speed Internet, upgrade school furniture, modernize school libraries and canteens, overhaul and current repairs. 90% of schools will be provided with subject classrooms and a 100% system of safe access, security and control,” Aimagambetov explained.

All these measures will create a favorable environment and conditions for the high-quality implementation of the state educational standard, as a result of which the quality of children's education will improve.

Along with this, in order to provide psychological and pedagogical support for children in an inclusive environment, work will be carried out to update the standard of functioning of organizations for children with special needs at the rate of 1 psychological, medical and pedagogical consultation center for 50 thousand children. 43 such centers will open.

In addition, a state educational order will be placed for special psychological and pedagogical support for children with disabilities.

Fourth. Providing affordable and high-quality technical and vocational education.

By 2025, 100% coverage of young people with free technical and vocational education in demanded specialties is envisaged. Colleges are given academic independence and all curricula are updated in accordance with the requirements of the labor market.

“At the expense of the local budget, work is underway to equip colleges with modern training and production workshops. All colleges are introducing a demonstration exam that determines competencies based on WorldSkills requirements. By stimulating enterprises participating in dual training, coverage of dual training will increase by 2025,” Aimagambetov said.

Fifth task. Increasing the competitiveness of Kazakhstani universities.

The number of educational grants in demanded specialties will be increased. Training programs are being adapted to new conditions. For this, innovative programs are being developed, educational programs are being updated in accordance with the requirements of the labor market. In order to increase the competitiveness of Kazakhstani universities, 20 centers of academic advantages and 2 advanced universities based on the experience of Nazarbayev University will be created. At the same time, it is planned to open branches of 5 foreign universities by the end of 2025.

Implementation of the national project will increase the population's satisfaction with the quality of medical services to 80% — Alexey Tsoy

In turn, Minister of Healthcare Alexey Tsoy reported that the department had developed a national project High-quality and affordable health care for every citizen Healthy Nation for 2021-2025.

“The national project consists of 4 directions, which includes 9 tasks, 21 indicators, 72 activities. The amount of funding for the national project is about 3.6 trillion tenge. A broad discussion was held with stakeholders, supplemented by tasks on ‘Strengthening human resources', ‘Preserving the health of pregnant women and strengthening the health of children,’’ said Tsoy.

Thus, the implementation of the first direction of the national project will increase the satisfaction of the population with the quality of medical services up to 80%, rural settlements, incl. support and satellite villages will be 100% provided with PHC organizations, primary health care and consultative and diagnostic assistance, at least 40 health facilities and 2 scientific centers will be built and modernized, the volume of medical care at the outpatient level will also be expanded, pregnant women women will be covered by individual and interdisciplinary antenatal care, as well as children under 1 year of age with proactive observation and screening.

It is planned to open additional 8 children's rehabilitation centers and 2 early intervention centers, which will increase the coverage of medical rehabilitation of children with disabilities by 3 times. The number of educational grants for residency in acutely deficient specialties will be increased to 3,800, as well as the number of doctors trained according to international standards of intensive care in leading world centers.

Within the framework of the second direction, it is planned to introduce scientifically based systems for forecasting and responding to national and global risks; to increase the share of laboratories for sanitary and epidemiological expertise that meet international standards in the field of biosafety and conformity assessment from 61% to 90%.

The measures taken in the third direction will increase the share of accredited laboratories / centers for compliance with international standards; launch at least 30 new drug and medical devices production facilities; to bring the national regulator to the 3rd level of maturity of the WHO benchmarking; to increase the share of drugs and medical devices of domestic production in the local pharmaceutical market up to 50%; to increase the share of procurement of drugs and medical devices with local content through the unified distribution system within the guaranteed volume of medical care and compulsory medical insurance up to 50%.

The implementation of the fourth direction will allow: to reduce the prevalence of tobacco smoking among the population to 19%; to increase the proportion of citizens leading a healthy lifestyle to 45%, as well as to increase the number of citizens engaged in physical education and sports up to 50%; to increase the provision of the population with sports infrastructure by 1,000 people to 53%; to increase the share of the population with special needs who systematically go in for physical culture and sports to 14.

“As a result of the implementation of the national project, it is planned to obtain social effects: improving the quality of human life and achieving active longevity by increasing the life expectancy of citizens to 75 years; increasing the level of satisfaction of the population with the quality of medical services up to 80%. In the economic aspect, it is planned to increase private investment in the healthcare sector to 783 billion tenge; creation of about 13 thousand new jobs; bringing the share of domestic pharmaceutical products to 50%,” concluded Tsoy.

Aida Balayeva: Main goal of Ulttyk Rouhani Zhangyru project is to preserve the age-old national code.

As the Minister of Information and Social Development Aida Balayeva noted, the main goal of Ulttuk Rouhani Zhangyru project is to preserve the age old national code, adapt it to the pace of modern technological age and consolidate the foundations of civilizational consciousness in the future.

At the same time, the national project is being implemented in three main areas.

The first direction provides for two main tasks. This is the promotion of national values ​​and the development of the state language.

In particular:

- creation of a new competitive national image by popularizing rational traditions and customs among the population, country education, spiritual domination, raising the cultural level and taste of public consciousness;

- bringing the state language to the level of an interethnic language through the formation of a Kazakh-speaking environment in society as a whole, including among children and youth.

To accomplish these tasks by 2025, it is planned to achieve 38 large-scale events and 8 specific indicators, which will be financially justified and integrated with each other.

The second direction consists of two large tasks called "The spirit of the country". This is an increase in the quality and availability of cultural services within the country, the popularization of domestic culture outside the country.

In particular, by 2025:

- bringing the availability of cultural services in remote areas-villages of the country to 92.5% by developing cultural infrastructure and maximizing creative potential;

- formation of an effective system of creative and technological distribution of domestic products to promote the achievements of domestic culture and art at the world level.

To this end, it is planned to achieve 13 selected nationwide events and 5 specific indicators, including the construction of 250 new cultural sites and overhaul of 1,200 sites.

The third direction is called "Descendants of Independence", which includes three large-scale tasks, providing for spiritual improvement, professional growth and social improvement of youth.

Namely, until 2025:

- solving the basic needs of young people, that is, high-quality and affordable education, employment and housing;

- creation of legal conditions for the all-round development of youth, familiarization with spiritual, moral and family values;

Chair of the Agency for Strategic Planning and Reforms Kairat Kelimbetov noted that high-quality implementation of national projects will be of particular importance.

In this regard, it is necessary to intensify the activities of the Office for monitoring the implementation of national projects. For high-quality execution, it is necessary to conduct weekly monitoring meetings for each national project at the level of the curator of the national project. It is proposed to hold monthly meetings under the chairmanship of the Prime Minister.

In accordance with the instructions of the President of the Republic of Kazakhstan, it is necessary to update the Regional Development Plans, in accordance with the approved national projects. This will require coordinated and efficient work of central state and local executive bodies.

“It is important to ensure the earliest possible development and approval of appropriate concepts for the development of industries. State bodies have already begun this work, we consider it expedient to approve the development concept by Dec. 1, 2021. In accordance with the instructions of the President of the Republic of Kazakhstan, given during the meeting of the Supreme Council, it will also be important to conduct a large-scale information campaign on national projects," Kelimbetov summed up.
