New proposals for demonopolization of several sectors of economy considered by Government of Kazakhstan

Prime Minister of the Republic of Kazakhstan Alikhan Smailov held a regular meeting of the Commission for Demonopolization of the Economy under the Government of the Republic of Kazakhstan.

During the meeting, proposals were considered on the demonopolization of construction and housing and communal services, transport, the functioning of roads and industry.

The Minister of Industry and Infrastructure Development of the Republic of Kazakhstan Kairbek Uskenbayev said that one of the main areas of work will be to ensure transparency and openness in the process of obtaining technical conditions for connecting natural monopolies to the networks. Currently, there is no reliable and open information on the location of engineering networks, connection points and free capacities, which creates conditions for illegal denial of access to services or overstating of connection requirements.

To change the situation, it is proposed to oblige all subjects of natural monopolies to digitize and regularly update information on networks, access points and free capacities for connecting consumers, as well as introduce registration of issued technical specifications on a single digital platform.

Further, the minister noted that it is planned to exempt private expert organizations from subscription fees for using the information system of the State Expertise.

Regarding the construction and commissioning of new residential buildings, it is planned to eliminate the monopoly of a large Internet communications operator. To date, developers practically do not involve third-party operators in connecting new housing to the Internet, therefore, residents of new buildings have a limited choice in terms of telecommunications services. To change the current situation, a norm will be adopted, according to which, during the construction of multi-apartment residential buildings, the involvement of several telecom operators will be ensured.

In addition, it is planned to make the installation of Internet communication lines a prerequisite for the commissioning of finished facilities, as is the case with engineering networks.

The Head of Government supported these proposals. At the same time, Alikhan Smailov instructed the Ministry of Foreign Affairs of the Republic of Kazakhstan to finalize a number of other measures that were criticized during the discussion and submit updated proposals for consideration by the Commission within a week.
