Over 378 thousand Kazakhstanis use Ashyq application — Alexey Tsoy

At the government session chaired by Prime Minister Askar Mamin, sanitary and epidemiological situation in the country was considered. Minister of Healthcare Alexey Tsoy reported on the current situation and the progress of vaccination of the population.

The situation in terms of morbidity and mortality from COVID-19 in the world remains tense. To date, more than 148 million cases of CVI have been registered in the world, more than 600 thousand cases are recorded per day. More than 3 million people died, the mortality rate was 2.1%.

According to the world ranking, consisting of the 221st country, Kazakhstan is in 108th place in terms of morbidity and 107th in terms of mortality.

As the minister of healthcare informed, as of April 27, 311,400 patients with a positive result of COVID-19 and 52,471 cases with CVI- were registered in Kazakhstan.

There are 10 regions in the high risk zone: the cities of Nur-Sultan, Almaty, Akmola, Aktobe, Atyrau, West Kazakhstan, Karaganda, Kyzylorda, Mangystau and Pavlodar regions.

There are 5 regions in the zone of average risk today: Zhambyl, East Kazakhstan, Almaty, Kostanay regions and the city of Shymkent.

There are 2 regions in the green zone: Turkistan and North Kazakhstan regions.

“The weekly dynamics of morbidity is characterized by a decrease in the growth rate from 46% from the end of March to 8% over the past week. The increase in deaths over the last week compared to the previous week decreased from 30% to 8%. Regions continue to adjust and adopt restrictive measures taking into account the epidemiological situation in the regions,” said Tsoy.

According to the electronic system for monitoring the employment of the bed fund to the level of each medical organization in the region as of April 27, 2021, the employment of infectious beds in the republic is 41%, resuscitation beds — 28%.

The maximum occupancy of infectious beds is observed in the Kyzylorda region — 58%, in Almaty — 57%, Almaty region — 57%, Nur-Sultan — 56%.

“A reserve bed fund of about 62 thousand beds has been created, of which 9,700 are purely infectious beds. Today, the reserve fund is already 26,189 beds, infectious diseases hospitals, departments of multidisciplinary hospitals are involved in all regions, with the exception of Aktobe, Kostanay regions and Shymkent. The maximum occupancy of intensive care beds is in the West Kazakhstan region — 57%, Almaty — 55% and Nur-Sultan — 54%,” the head of the department said.

As the minister of healthcare noted, today the vaccination of citizens of the Republic of Kazakhstan is carried out with two vaccines: Sputnik V and QazCovid-in.

“I would like to note that Kazakhstan entered the top 10 world manufacturers of vaccines against COVID-19. According to the world ranking of 177 countries, Kazakhstan ranks 52nd in terms of the number of people vaccinated against coronavirus infection. Vaccine delivery is carried out in stages according to the schedule, which makes it possible to ensure access to vaccination for 20% of the eligible population in April,” Tsoy said.

Together with NCE Atameken, the Ministry of Digital Development, Innovation and Aerospace Industry and local executive bodies in order to establish a balance between restrictive measures and business work, in January 2021, a pilot was launched to implement the Ashyq mobile application in the cities of Nur-Sultan, Almaty, Karaganda. Since April 26, the project has been scaled to the whole country.

“Today, Ashyq is being implemented at the following business facilities: fitness clubs, spa centers, swimming pools, bowling alleys, billiard and computer clubs, cinemas, theaters, concert halls, catering facilities, interregional and urban irregular (tourist) transportation. It is also provided for voluntary participation in Ashyq of certain areas of activity, without providing benefits, providing for the installation of the Ashyq mobile application to ensure the safety of employees and minimize the spread of Covid-19,’’ said Tsoy.

For the participants of Ashyq, training videos, an algorithm for issuing QR codes to objects have been developed. Taking into account the possible risks of involving unscrupulous participants in the project, criteria for their exclusion have been determined.

“The measures taken are aimed at regulating the activities of objects of entrepreneurial and (or) other activities, restrictions on places of mass gathering of people. As of April 27, the total number of project participants was 1,658, the application users are over 378,000,” Tsoy said.

In all regions, restrictive measures are taken differentially, taking into account the epidemiological situation (zones of high, moderate and low risk), for which the criteria for the activities of social and economic objects adopted jointly with NCE Atameken are applied. Currently, the current criteria are being adapted for facilities operating under the Ashyq project.

Akim of Almaty region Amandyk Batalov said that over the past week, the rate of increase in cases of coronavirus was 1.2%, 264 cases were registered per day. The increase in the incidence is due to the examination of contact persons. In total, 20,490 cases of CVI were registered in the region.

“During the week, there is a tendency to decrease the number of hospitalized in infectious diseases departments by 1.7 times. Today, the workload of the infectious hospital is 57%, intensive care beds — 13%. During the day, 195 people were hospitalized, 203 were discharged. Along with other measures taken to combat covid, large-scale work has been launched in the region to vaccinate the population, according to the algorithm,” Batalov informed.

There are 239 vaccination centers opened in the region, of which 80 are mobile. Daily and monthly vaccination schedules have been compiled. Mobile vaccination stations operate in remote settlements, trading houses, and public places. A trip of mobile teams was organized to vaccinate labor collectives.

To date, 147 thousand doses of the vaccine have been received, 129.3 thousand people have been vaccinated. An additional 70 thousand doses of the vaccine are expected to be delivered by the end of the month. A total of 1.1 million people are planned to be vaccinated.

In turn, the akim of the Karaganda region Zhenis Kassymbek said that since the beginning of the pandemic, 22,486 cases have been registered.

Currently, the Karaganda region is included in the red zone for the development of the epidemiological situation. The reproductive number is 1.071. Today 1,498 patients are receiving treatment in hospitals of the region. 34.7% of beds are occupied.

“In view of the fact that the overwhelming number of infected people was recorded precisely in the regional center, we put into operation the previously mothballed hospitals, increasing the capacity to 1,654 beds. In addition, there are about 500 more beds in reserve,” said Kassymbek.

The coronavirus vaccination campaign continues in the region. 115 vaccination rooms have been deployed with a capacity of 8,050 people per day, equipped with specialized refrigeration equipment.

“The logistics of delivering the vaccine to the regions has been worked out. 115 thermal containers were purchased for the transportation of vaccines over short distances; the vaccine is delivered to remote cities and regions in refrigerators, following the cold chain. To date, the region has reached the design capacity for vaccination. To date, 94,630 people have received the first component of the vaccine, the second component — 10,873. In April, the total supply of vaccines in the amount of 171,800 doses,” explained the akim of the Karaganda region.

People can register for vaccinations through their personal account E-gov and Damumed. Taking into account the need for a vaccination campaign that is as convenient as possible for the population, vaccination rooms have been opened in large shopping centers. Vaccination of pensioners is carried out at home by mobile mobile teams.

In addition, a plan has been drawn up for the coverage of workers in industrial enterprises of the region. Immunization is carried out by mobile teams using the medical centers of the enterprises themselves.

Akim of Akmola region Yermek Marzhikpayev informed that since the beginning of the pandemic, the number of registered cases of CVI was 17,867 cases. 16,404 people or 92% recovered.

“To date, the bed capacity has been increased to 1,643 beds. All beds are provided with oxygen, the equipment of resuscitation beds is 100%. Work continues to vaccinate the population against coronavirus infection. There are 87 vaccination stations, 11 mobile medical complexes,” said Marzhikpayev.

Additional vaccination points have been opened in places of mass visits of the population — large shopping and entertainment centers, the central mosque, and public service centers.

The first component of the Sputnik V vaccine vaccinated 24.5 thousand people, the second — 6,690 people. For storage of vaccines in medical organizations there are 53 freezers, 340 thermal containers, 33 refrigerated bags, 1,690 ice packs.

The region continues to impose severe restrictive measures. Over the past week, monitoring groups carried out 219 raid checks, monitored 1,017 objects, revealed 19 violations of quarantine measures, imposed 17 administrative fines.

Work continues on the implementation of the Ashyq project. 37 applications were submitted from potential participants of the Ashyq project, 27 QR codes were issued. A 2-month supply of medicines has been created. Health care organizations are provided with personal protective equipment in full. For the additional purchase of drugs in demand, the stabilization fund provides 500 million tenge.
