12 thousand new permanent jobs to be created under Industrialization Map in Kazakhstan

At the government session chaired by the Prime Minister Askar Mamin, the progress in the implementation of the Industrialization Map projects was considered. Minister of Industry and Infrastructure Development of Beibut Atamkulov, Minister of Energy Magzum Mirzagaliyev, akims of Karaganda region Zhenis Kassymbek, Akmola region — Yermek Marzhikpayev presented their reports.

A significant share in achieving the goal to increase production volumes of industrialization maps is occupied.

"In 2021, regions are planned to launch 128 projects for a total amount of 1.23 trillion tenge with the creation of 12 thousand new permanent jobs. The largest number of projects are observed in Shymkent — 17 projects, Karaganda and East Kazakhstan regions of 14 projects," informed Atamkulov.

Of the 128 projects 107 refer to the manufacturing industry, the 15-energy industry and 6 refer to the rest of the sectors.

In the manufacturing industry, the launch of 107 projects for a total amount of 923.2 billion tenge is scheduled.

The greatest number of projects is observed in such industries as: food industry, metallurgy, engineering and construction industry.

At the same time, the main share of investment is more than 670 billion tenge provide metallurgy projects.

The growth of the construction industry in the country has stimulated an increase in investment in the industry. This trend has a positive effect on the stabilization of prices for building materials. In the territories of the SEZ this year, 15 projects are being implemented in the amount of 27.7 billion tg with the creation of 842 skilled jobs, which also contributes to the filling of the zones of projects. Two regions demonstrate the greatest amount of investment.

1) In the East Kazakhstan region, it is planned to enter 14 projects with the amount of investments in the amount of 469.7 billion tenge.

2) 14 projects are planned in the Karaganda region. The volume of investments is 230.2 billion tenge.

As of September, 28 projects were commissioned for a total of 296 billion tenge, more than 3.5 thousand permanent jobs were commissioned.

"The readiness of projects at the level of over 80% is observed in 9 regions. In 6 regions, the average rate of implementation. In 2 regions, commissioning projects comes with a lag. It should be noted that the volume of investments in industrial projects in the cities of Nur-Sultan and Almaty are insignificant in the ratio of their economy. Also, we note a 10-fold reduction in investment in projects in the Akmola region from 42 billion tenge in 2020 to 3.9 billion tenge in 2021. From projects put into operation, the following large projects can be noted.

The first project is the modernization of the current production and the construction of the processing plant JSC Zhairere GOK in the Karaganda region. Modernization of the enterprise will increase the production of lead-zinc ore mining 2.5 times, that is, up to 5 million tons per year.

The company has implemented a number of innovative developments and created a single information database. This will allow modeling and planning production and economic activities for several years ahead, as well as strengthen the adoption of operational decisions, eliminating the human factor.

The second project is the production of transformers of the Petropavlovsk Electrotechnical LLP. This is the 4th major plant of the Alageum group. The launch of this enterprise will increase the production of domestic transformers by 40% with the achievement of the capacity of 44 thousand per year. At the same time, exports will reach 25 thousand units a year.

The third project is the production of YUTONG passenger buses in Sarand LLP Qaztehna with a capacity of 1,200 pieces a year. At the beginning of the project implementation, the localization level was at the mark of 29%.

"In June 2021, a CKD production method was commissioned, which increases the localization of some models to 40%. In the future, taking into account the launch of the tire factory in Saran and the use of domestic batteries, the growth of localization is expected to 50%. These buses will also be used as part of the Ministry and Ministry of Education Roadmap ‘Organization of transportation of children with school buses" explained Atamkulov.

From key projects, by the end of the year, it is planned to put into operation the following projects:

First. The project to expand the Aktogai GOK in the East Kazakhstan region, which will increase the processing capacity of sulfide ore 2 times to 50 million tons per year and ensure the production of copper to 190 thousand tons per year. This is a 90% growth.

The enterprise introduced elements of the industry 4.0, namely the digital monitoring system of the entire mining and production process from the mining of ore to the production of products. Digitization makes it possible to increase the efficiency of production processes and optimize the work of the enterprise.

Second. The first project in Kazakhstan for the production of aluminum banks in Shymkent.

"We are now importing 700 million aluminum cans per year. The implementation of this project will ensure the internal need of the food industry by 65%," said the Minister of Industry.

Third. Project for the construction of the Saryharkinsky ferroalloy plant in the Karaganda region, QAZ Carbon LLP. The enterprise uses innovative technologies to obtain high-quality ferroalloys and mangans of agglomerates. Products manufactured are fully focused on export.

The output of 128 projects for complete power will allow a positive impetus for the further development of the country's economy. Production volumes will be about 1 trillion tenge.

Export potential will be $800 million. In rural areas, it is planned to create 5.5 thousand, and in monogorsa 1.6 thousand permanent jobs.

In the near future, the ministry will monitor projects in the regions.

Thus, in the framework of the projects of the Industrialization Map projects, the regions need:

  • To ensure timely commissioning of industrialization card projects;
  • To intensify the work on attracting investments in the manufacturing projects;
  • To ensure the increase in the production of manufacturing industry with the involvement of domestic producers in the implementation of investment projects.

In turn, the Minister of Energy Magzum Mirzagaliyev informed that as part of the implementation of the Industrialization Map in the field of the fuel and energy complex, 19 projects in the amount of 4.5 trillion TG are implemented.

The republican card provides for the implementation of 3 projects in the amount of 4.3 trillion tenge. With the creation of about 12,550 jobs, incl. at the construction stage — 10,900 and at the stage of operation — 1,650 people, respectively.

Regional map provides for the implementation of 16 projects in the amount of 200 billion tenge. With the creation of about 3,000 jobs, incl. At the construction stage of 2,550 and at the stage of operation, about 450 people, respectively.

To date, 1 project is implemented in the amount of 1.9 billion tenge.

At the implementation stage there are 15 projects in the amount of 198.6 billion tenge, of which 14 projects are planned to be implemented in this year, the implementation of one project is scheduled for 2022.

"July 28, 2021, in Shymkent, a plant for the production of octan-insiding additives for gasoline with a capacity of 57 thousand tons / year was launched. The cost of the project amounted to 25 billion tg. Today, the plant was commissioned, where 350 people were involved. The project is aimed at improving the quality of gasoline, which will reduce the sulfur content and, accordingly, its emissions into the environment," said Mirzagaliyev.

In addition, imports of this product delivered from foreign countries will be reduced.

The next step will be the expansion of the plant by installing equipment for the production of polypropylene products with a capacity of 81 thousand tons per year. Currently, a technical and economic justification is being developed, which is planned to be completed in 2022. Upon completion of the TEO, more accurate parameters of this project will be determined.

"The national company KazMunayGas in the Atyrau region is implemented by two large projects in the field of oil and gas chemistry — the construction of integrated gas chemical complexes for the production of polypropylene and polyethylene. The implementation of these projects is located at different stages of construction and elaboration. So, KRI, the subsidiary company of Samruk-Kazyna, until the end of 2021 plans to mechanically complete the construction of a polypropylene plant with a capacity of 500 thousand tons / year. Commissioning is scheduled for the 1st quarter of the next year," the Minister of Energy explained.

Today, the overall progress of the project implementation is 91%. The cost of the project is estimated at about 1 trillion TG. Products of this plant will be exported to external world markets, and will also fully cover the internal need for polypropylene.

At the same time, KLPE company is working to find a strategic partner to implement a project for polyethylene production, with a capacity of 1 million 2.20 thousand tons / year by cost of 3.2 trillion tenge. This project is aimed at processing and increasing the rediscovers of crude gas from the Tengiz field.

Currently, negotiations with potential investors on entering the project are currently being negotiated by KazMunayGas. Negotiations will last until the end of the year.

According to the head of the department, regional projects of industrialization maps are concentrated in 5 regions of our country in two main areas.

In the sphere of oil and gas processing — 6 projects in the amount of 113 billion tg., Of which:

4 projects worth 7.9 billion tenge. Implemented in Aktobe region, these are projects for the production of petrochemical reagents, mounting foam, mineral wool, as well as processing of associated gas.

2 projects worth 105 billion tenge. Implemented in the Turkistan region.

Till the end of 2021, it is planned to complete a project for the production of petroleum products.

At the same time, in 2022 it is planned to implement a plant for the production of motor fuel and petrochemical products.

Following the implementation of these projects, more than 400 new jobs will be created. In the field of renewable energy sources — 10 projects with a total capacity of 170 MW in the amount of 87 billion tg., Of them: 9 wind energy plant projects are implemented in East Kazakhstan, Almaty and in Kostanay regions and 1 HPP project is implemented in Almaty region. Completion of all projects is scheduled to the end of T.G. With the creation of 105 permanent jobs.

Akim of Karaganda region Zhenis Kassymbek informed that over the years of industrialization since 2010, within the framework of the Industrialization Map, 94 projects were implemented, the total investment was 387.3 billion tenge. About 8 thousand jobs were created.

Enterprises produced industrial products by 1.9 trillion tenge, of which 8 months of this year — 314.4 billion tenge.

The implementation of projects allowed to increase production by 3.8 times, labor productivity 1.7 times, investments in fixed assets 2.7 times.

By the end of the year, another 8 projects are planned for launch:

1. Saryka ferroalloy plant with an agglomerating factory of QAZ Carbon LLP;

2. Processing of iron and manganese ore LLP INDJAZ;

3. Plant for the production of steel blanks and rentals LLP Forever Flourishing.

In the period from 2022 to 2025, within the framework of the map, 35 investment projects are planned in the amount of 632 billion tg, with the creation of more than 7 thousand new jobs.

The largest, strategic among them can be noted:

  • The production of automotive tires in conjunction with the Russian company Tatneft worth 125 billion tenge;
  • The processing factory with a capacity of 1,200 tons per hour QAZ EnricHment;
  • Factory for the production of high-quality lime Saryopan Operating;
  • Plant for the production of Schubarkol Komir worth 39.9 billion tenge and others.

Akim of Akmola Region Marzhikpayev said that the Map of Industrialization of the Akmola region includes 143 projects by 676.5 billion tg with the creation of 14.6 thousand jobs.

"Since the beginning of the implementation of the state program of industrial-innovative development, 103 projects were commissioned by 340.2 billion tg, 10.5 thousand jobs were created. The enterprises introduced under the state program provide about 60% of the total volume of commodity products of the region, more than 40% of tax revenues," said the akim.

The volume of investments in the projects introduced in the current year will be 5 billion tg, this is:

1. Factory for the production of oat flakes Bach Sona LLP;

2. Expansion of the production of agricultural machinery CC Kazrost Engineering Ltd;

3. Factory for the processing of potatoes LLP Zendda Saktau Onimderi;

4. Complex for the production of meat semi-finished products, 1-stage Asyl Tagamdar LLP;

5. Mini-complex for the processing of the mare milk and the manufacture of Kumsa Kh Squa Burk.

Work is carried out according to the schedules, until the end of the year will be ensured by timely input of projects.

With the launch date after 2021, 33 projects are being implemented by 332.5 billion tg, with the creation of 3.9 thousand new jobs.

Of these, the largest:

  • Gold-ceiling factory with a processing capacity of 5 million tons per year RG Processing LLP;
  • Broiler Poultry Facility with a capacity of 25 thousand tons per year Makinsk Poultry Factory LLP;
  • Brick plant with a capacity of 120 million bricks a year SG BRICK LLP.

"The implemented initiatives allowed to increase the annual volumes of industry 6 times, the share of the manufacturing industry in the GRP from 13 to 23%. The release of agricultural machinery - combines, tractors, grain drying equipment and other types of products previously not produced in the region," Marzhikpayev said.

At the expense of the projects implemented by the region, the contribution of the region to the Sovereign Gold production will grow from 28% to 34%, bricks — from 27% to 45%, and the annual increase in industrial products will be about 200 billion tenge.
